Comment periods and agency notices concerning subterranean fauna

These are time-limited and nobody else gathers them for this fauna. A comment window is usually 30 or 60 days, and missing one is a real loss: a biologist or a grotto that knows a species firsthand has something to say that the record otherwise will not contain.
